About ComSoc

The IEEE Communications Society (ComSoc), IEEE Computer Society (CS), IEEE Signal Processing Society (SPS), and IEEE Vehicular Technology Society (VTS) invite nominations for the position of Editor-in-Chief for the new journal IEEE Transactions on Machine Learning in Communications and Networking (T-MLCN) for a two–year term starting on July 1, 2022. The term of service can be renewable for up to additional two years.

T-MLCN is jointly sponsored by ComSoc, CS, SPS, and VTS and will publish high-quality manuscripts on advances in machine learning methods for and applications to communications and networking. Furthermore, articles developing novel communication and networking techniques for distributed machine learning algorithms involving multiple nodes are of interest. Both theoretical contributions (including new theories, techniques, concepts, algorithms, and analyses) and practical contributions (including system experiments, prototypes, and new applications) are encouraged.

T-MLCN is a new Plan-S-compliant Gold Open Access Journal and will start accepting submissions in Fall 2022. T-MLCN will offer a rapid review cycle for high quality articles covering all aspects of machine learning in communications and networking. Expectations are that the journal will publish a sufficient quantity of quality articles to be considered for an impact factor after three years.  

Nominee:

The nominee must be a member in good standing of ComSoc, CS, SPS, and/or VTS. He/she must have extensive IEEE editorial experience. Desirable qualities include: excellent technical accomplishments, leadership, integrity and ethical standards, organizational and management skills, and a strong vision and set of ideas for establishing the new journal and moving it forward.

The duties include setting up the new journal, establishing an Editorial Board, soliciting and interacting with authors, initiating and monitoring the review process to its completion, identifying candidates for Editors and  Area Editors, ensuring that the Periodical follows the IEEE Policy and Procedures, preparing a report for the IEEE Periodicals Review and Advisory Committee (PRAC), assuring the execution of the policies established by the Editorial Board, and maintaining the intellectual integrity and timeliness of the journal, and providing an annual journal status report to the sponsoring IEEE societies.

The Editor-in-Chief will report to the Steering Committee of the journal. The EiC will serve on and be a voting member of the ComSoc Journals Board. The Editor-in-Chief is expected to participate in the ComSoc Journals Board meetings during the ComSoc Publications Council meetings, and to organize and chair bi-annual Editorial Board meetings. The term of service will be from 07/01/2022 to 06/30/2024 and be renewable for up to additional two years.

Nominations should include:

  1.  Names of candidate and nominator (self-nominations are possible).
  2.  A brief biography of the nominee of no more than one page.
  3.  A summary statement of the candidate’s editorial experience, also including name(s) and contact information of EiCs who have worked with the candidate.
  4.  Statement of interest of up to 500 words stating the nominee’s vision for the new journal and special qualifications for the position.
  5. The candidate’s full CV.

The elements of the nomination package should be combined as a single pdf file with the nominee’s CV appended at the end and a labeling clearly indicating the name of the nominee.
